It appears that the push for light rail continues throughout many communities. Even in LA were the Metro was sued in order to increase bus service, is now stuck with trying to move to light rail after laying down BRT in various places. When capacity is needed, going to BRT is not a smart move. The Orange Line being a prime example, as a line that prevents ridership because it is at capacity, and was theoretically built because of the lawsuit. (Wad, maybe you can add some specifics to that for me) But anyway, look like South LA is bound for the flanged wheel.
But Detroit, is a completely different situation. They actually have $125 Million in private money that has been put up for their $430 million dollar line. Currently they’re working on a Federal Match.
Transit Sleuth 
There’s a documentary about the LA Bus Riders Union, their tactics and actions in the 90s. They contended that the subway, light rail, and commuter train lines being built in the LA Metro Area at the time were serving wealthy neighborhoods and catering to wealthy non-diverse people. The poor and working class of the metro area were stuck with overcrowded buses that didn’t arrive when they should, service that was needed because it was their only mode of transportation was eliminated without notice, stranding swing-shift and graveyard-shift workers, and elimination of bus passes and fare increases of 15 cents were not insignificant to those who had trouble affording basic subsistence.
I would also go as far as to say they think rail-based transit is too expensive and doesn’t meet the needs of those who truly [i]need[/i] transit service.
